Abstract
The JVET established the Versatile Video Coding (VVC) working draft 9 and the VVC Test Model 9 (VTM9) algorithm description and encoding method at its 18th meeting (15-24 April 2020, teleconference meeting). This document serves as a source of general tutorial information on the VVC design and also provides an encoder-side description of VTM9. The VVC has been developed by a joint collaborative team of ITU-T and ISO/IEC experts known as the Joint Video Experts Team (JVET), which is a partnership of ITU-T Study Group 16 Question 6 (known as VCEG) and ISO/IEC JTC 1/SC 29/WG 11 (known as MPEG). This draft new standard has been designed with two primary goals. The first of these is to specify a video coding technology with a compression capability that is substantially beyond that of the prior generations of such standards, and the second is for this technology to be highly versatile for effective use in a broadened range of applications. Some key application areas for the use of this standard particularly include ultra-high-definition video (e.g., with 3840×2160 or 7620×4320 picture resolution and bit depth of 10 or 12 bits as specified in Rec. ITU-R BT.2100), video with a high dynamic range and wide colour gamut (e.g., with the perceptual quantization or hybrid log-gamma transfer characteristics specified in Rec. ITU-R BT.2100), and video for immersive media applications such as 360° omnidirectional video projected using a common projection format such as the equirectangular or cubemap projection format, in addition to the applications that have commonly been addressed by prior video coding standards.

This document reports the work of the JVET ad hoc group on draft text and test model algorithm description editing (AHG2) between the 19th meeting by teleconference, (22 June – 1 July 2020) and the 20th meeting by teleconference, (7–16 October 2020).

At the 19th JVET meeting, it was decided to simplify, clean up and fix the existing features for intra picture-prediction, inter-picture prediction, transform, CABAC engine, in-loop filter, and high-level syntax functionalities in the tenth draft of Versatile Video Coding (VVC D10) and the VVC Test Model 10 (VTM 10) encoding as well as the high-level syntax in the fifth draft of the VSEI text specification (VSEI D5).

The bitstream format, conformance, and normative decoding process for Versatile Video Coding are specified in the VVC draft 10 text specification document. The VVC Test Model 10 (VTM 10) Algorithm and Encoder Description document provides an algorithm description as well as an encoder-side description of the VVC Test Model 10, which serves as a tutorial for the algorithm and encoding model implemented in the VTM10.x software. Video usability information parameters and some supplemental enhancement information messages for coded video bitstreams are specified in the VSEI draft 5 text.

An issue tracker (https://jvet.hhi.fraunhofer.de/trac/vvc) was used to facilitate the reporting of errata with the VVC documents.

Decisions
It was remarked that Ticket #1372 was particularly important and should be reviewed, although it was also commented that the software has the correct behaviour; this is just a matter of making sure the text is correct. See additional notes for JVET-T0100 and JVET-T0110 relating to this topic.

This document provides a description of Bjøntegaard Delta rate (BD-rate) measurement practices for video coding experiments. It provides a concept-level overview of recent practices and provides references to technical papers that describe further details. It provides comments on why some of the choices were made and identifies situations where caution must be taken when interpreting the results. Revision marks are shown relative to the April 2020 output document, JVET-R2016-v1.

The number of subscribers (by the beginning of the current meeting) was 1251. The work of the JVET overall had proceeded well in the interim period with a moderate number of input documents submitted to the current meeting. Abstract
This document provides general summary information about typical quality measurement practices for video coding experiments in recent work in MPEG and VCEG and their JVET and JCT-VC joint teams. In particular, it describes the use of Bjøntegaard Delta rate (BD-rate) measurements. It aims at providing a concept-level overview of recent practices and to provide some references to technical papers that describe further details. It provides comments on why some of the choices were made and points at situations where caution must be taken when interpreting the results. Revision marks are shown relative to the January 2020 output document, JVET-Q2016-v4.
JVET-R2016 Summary information on BD-rate experiment evaluation practices. For the organization and planning of its future work, the JVET established 17 “ad hoc groups” (AHGs) to progress the work on particular subject areas. At this meeting, no Core Experiments (CE) were defined. The next four JVET meetings were planned for 23 June – 1 July 2020 under ITU-T SG16 auspices in Geneva, CH, during 7–16 October 2020 under WG 11 auspices in Rennes, FR, during 6–15 January 2021 under WG 11 auspices in Capetown, ZA, and during 20–28 April 2021 under ITU-T SG16 auspices in Geneva, CH.
