Abstract
This contribution proposes the harmonized solutions of JVET-S0055 proposal-1 and JVET-S0070 proposal-1 for bug fix of ph_no_output_of_prior_pics_flag and cleanups on ph_gdr_or_irap_pic_flag. The following Proposal 1 Option 3 and Proposal 2 are recommended.
