Common test conditions for high bit depth and high bit rate video coding

Abstract
This document proposes common test conditions (CTC) and software reference configurations to be used in the context of high bit depth and high bit rate video coding experiments after the 21st JVET meeting. These common test conditions are recommended for use in technical contributions to the 22nd and following JVET meetings, as applicable.
