CE8: CPR reference memory reuse without increasing memory requirement (CE8.1.2a and CE8.1.2d)

Abstract
This contribution reports the CE test results for CE8.1.2a and CE8.1.2d. In the tests in this proposal, in addition to the already reconstructed reference samples within the current CTU, search range in some parts of the left CTU is also allowed for CPR mode while the total required memory for performing CPR mode is unchanged (1 CTU size or 4 64x64 blocks). The allowed reference area in the left CTU should satisfy the condition that the corresponding memory that stores the reference samples from the left CTU has not yet been updated by the reconstructed samples from the current CTU.
