CE5-4: alternative luma filter sets and alternative chroma filters for ALF

Abstract
This contribution gives the results of the 3 tests (CE5-4.1, CE5-4.2, CE5-4.3) related to proposal for enabling alternative Luma filter sets and alternative Chroma filters signaling for ALF which was presented in JVET-N0243. In JVET-N0243, alternative luma filter sets and alternative chroma filters have been signaled at tile group level, so that more than one luma filter set and more than one chroma filter can be signaled at once per tile group, (i.e. they could be put in a same APS). In JVET-N0243, the encoder selection of luma filters and of one chroma filter has been signaled at CTU level.
