AHG9: Profile-level constraints on chroma format and bit depth constraint flags

Abstract
In the current draft of VVC, the bit depth (“sps_bit_depth_minus8”) and the chroma format (“sps_chroma_format_idc”) are constrained by the constraint flags “max_bitdepth_constraint_idc” and “max_chroma_format_constraint_idc”. In addition, they are constrained in the specification of each profile.
