CE1-3.0.7: removing prevention of redundant split partitioning

Abstract
This document reports the results of CE1 sub-tests 3.0.7 on removing normative prevention of redundant splits in partition signalling. Four different types of restrictions are enforced in VTM1.0 to avoid signaling of the same block partitioning, which can be obtained by using different tree structures. By removing all the restrictions, simulation results show 0.05% BD-rate loss with average 7% encoder runtime increases in random access configuration, while keeping only one restriction preventing split of center partition of the ternary tree, simulation results show 0.01% BD-rate loss and average 3% encoder runtime increases in random access configuration.
