Abstract
This contribution includes a proposal for a modification in the picture header. It is asserted that the proposed modification improves clarity, removes redundancy and reduces the risk of incorrect (or confusing) values being signaled for IRAP pictures. In summary, it is proposed that the flag ph_inter_slice_allowed_flag is not signalled for IRAP pictures in layer 0. Instead, the value of ph_inter_slice_allowed_flag is inferred to be equal to 0 for IRAP pictures in layer 0. v2 of this document only updates the header to remove “Alpbach”. v3 of this document updates the proposal so that the value of ph_inter_slice_allowed_flag is only inferred when nuh_layer_id is equal to 0.
