Mismatch on clipping input residuals to IACT

Abstract
This contribution reports one mismatch between VVC draft 8 and test model software VTM-8.0 on clipping the input residuals to inverse adaptive color transform (IACT). In the VVC draft 8, the input residuals to the IACT are clipped to the range [] while the clipping range in the VTM-8.0 is []. Given that the ACT transform increases the bit-depth of residuals by 1-bit, the full dynamic range of input residuals to the IACT are []. Therefore, it is proposed to change the specification text to align with the VTM-8.0 software. The proposed change has no impact on coding performance.
