AHG8/AHG9: On signalling of syntax element max_tid_il_ref_pics_plus1

Abstract
It is asserted that the signalling of max_tid_il_ref_pics_plus1[ i ] does not provide optimal mechanism to support the intended feature for assisting removal of temporal sublayer in non-output layers in an OLS during bitstream extraction process. This is because the signalling only specifies on value of max temporal Id for that a layer uses for inter-layer prediction while the layer may actually have multiple reference layers.
