Non-CE6 Interaction between Implicit MTS and LFNST and MIP

Abstract
Implicit MTS is a recent tool in VVC that is a faster version of the explicit MTS where single pair horizontal and vertical transform is tested instead of the full pairs of MTS. The interest behind the implicit MTS mode is its rapidity compared to the explicit MTS, and its high gain when compared with the case of MTS is switched off.
