AhG9: On prefix and suffix APSs

Abstract
In this contribution, it is reported that the random access or the bitstream extraction operations starting at an IRAP picture may lead to the generation of non-conformant bitstream due to the obligation of copying all the needed APS before the IRAP. This is particularly the case when a PU with slices refers to APSs signalled in a previous PU. To solve this issue, it is proposed:
