CE2: Adaptive Motion Vector Resolution for Affine Inter Mode (Test 2.1.2)

Abstract
This contribution reports results of CE2.1.2. In CE2.1.2, Adaptive Motion Vector Resolution (AMVR) is extended to affine inter mode, wherein MV precision of an affine-coded CU could be 1/16-pel, 1/4-pel or 1-pel. Simulation results reportedly show 0.23% BD-rate saving in Random Access (RA) configuration.
