AhG9: Constraint Flag for TSRC
Abstract
The most recent VVC draft specification (JVET-Q2001) has several constraint flags to define profiles where certain coding tools are activated or deactivated. A constraint flag is defined to activate or deactivate transform skip completely. However, there is no constraint flag to control the new coding mode associated with transform skip, named transform skip residual coding (TSRC). That is, a certain profile that does not employ TSRC must deactivate transform skip. This unnecessarily restricts the flexibility of VVC since it can perform transform skip even if TSRC is disabled. This contribution proposes adding a new constraint flag to enable profiles using transform skip with regular residual coding (RRC) similar to HEVC design.

It was agreed to only discuss proposal 1. This proposes a no_tsrc_constraint_flag constraining slice_ts_residual_coding_disabled_flag to be equal to 1.

Decision (cleanup): Adopt (assuming the slice_ts_residual_coding_disabled_flag would exist and be the highest level of control for this – this was confirmed in the closing plenary of Friday 24 April at 1455).
