Common test conditions for high bit depth and high bit rate video coding

Abstract
This document defines common test conditions (CTC) and software reference configurations to be used in the context of high bit depth and high bit rate video coding experiments after the 27th JVET meeting. These common test conditions are recommended for use in technical contributions to the 28th and subsequent JVET meetings.
