Abstract
This document contains draft text for changes under consideration for future extensions to the versatile supplemental enhancement information messages for coded video bitstreams (VSEI) standard (Rec. ITU-T H.274 ISO/IEC 23002-7) to modify existing SEI messages, specify additional SEI messages, or specify other functionalities. This document also contains draft text for changes under consideration for future extensions to the VVC, HEVC, and AVC standards for specifying the use of SEI messages specified in VSEI in VVC, HEVC, and AVC bitstreams, respectively.

Abstract
This contribution describes the software implementation of explicit packing mode in the GSC VSEI reference framework, corresponding to gsi_implicit_packing_flag = 0 as defined in JVET-AP0100 and “Technologies under consideration for future extensions of VSEI” document JVET-AQ2032. The baseline framework GSC-v1.0 derives the 2D placement of every 3DGS component from a fixed raster-scan formula (implicit packing). Explicit packing mode instead allows these placement parameters (constituent frame index, top-left (x, y) position, and color plane) to be freely specified per component via the encoder configuration and signaled directly in the GSI SEI message.

Abstract
A spreadsheet is attached that contains a table describing the status of the SEI messages in the VSEI TuC as discussed in the JVET main track and the HLS track during the current meeting, according to the following criteria:

Boyce] It was agreed to include all SEI messages and extension in JVET-AQ2006 which are assessed to be mature enough an well understood in usefulness by the criteria that had been defined, as expressed of all fields of the corresponding row marked as green. These elements should be removed in JVET-AQ2032. At this moment, a differential text is defined as WD, which can better be managed than an integrated version. It is emphasized by software coordinators that the current practice of doing frequent software changes in case of relatively early study on a large number imposes a large amount of work. It would be desirable to have a discussion on practices for implementing SEI messages in software, and potentially having a dedicated software coordinator would be necessary, also to avoid delays in the implementation.
