Abstract
Following is proposed related to Neural-network Post-filter (NNPF) Signaling in VSEI TuC:

Following is proposed related to Neural-network Post-filter (NNPF) Signalling in VSEI TuC:
- It is proposed to signal the syntax element nnpfc_ratio_luminance_sign_flag only when nnpfc_ratio_luminance_value is not equal to 0.
If the value of nnpfc_ratio_luminance_value is equal to 0, it means that the average luminance is unchanged, but changes can still be applied in regions.
It is noted that it is common to signal a sign flag only for non-zero values.
