JVET-AJ0060 AHG9: Packed regions information SEI with multi-layer [D. Doyen, F. Urban, E. François, P. de Lagrange (InterDigital)]

This contribution proposes an extension of the Packed regions information SEI message to consider the case where the different regions of interest are conveyed in different layers. Corresponding syntax and semantics changes are proposed.

Out of 3 options, discussion was focused on option 1 due to its simplicity and proponent preference. There was a comment that having multi-layer support is useful.

Decision: Adopt Option 1.

About additional aspects:

Regarding pri_region_is_a_layer[i] flag and pri_all_regions_are_layer flag:

It was commented that it may be interesting to do one of these two flags but not both.

There was some support for pri_region_is_a_layer[i] flag.

Decision: Agreed to add pri_region_is_a_layer[i] flag.
