JVET-AO0124 AHG9: On display rectangles SEI message [K. Abe, T. Nishi (Panasonic)]

This contribution proposes improvements to the syntax and the semantics of the display rectangles SEI (DR SEI) in the VSEI TuC draft of JVET-AN2032. The proposed modifications are as follows:

Item 1: Fix and align wrong syntax element names

dr_fill_content_width[ i ], dr_fill_width[ i ] 🡪 dr_fill_content_region_width[ i ]

dr_fill_top_left_x[ i ] 🡪 dr_fill_content_region_top_left_x[ i ]

dr_fill_top_left_y[ i ] 🡪 dr_fill_content_region_top_left_y[ i ]

Item 2: Fix bugs of missing syntax elements

Add signalling of missing syntax elements used in processing when dr_fill_method_idc is equal to 2.

Item 1 was agreed.

For item 2, restructure the syntax table conditions to avoid having the dr_fill_content_region_width[ i ] occur twice in the table.

Item 2 was agreed, modified as described above.

Editorial fixes were also agreed.
