JVET-AJ0245 AHG9: Multi-layer support for Constituent Rectangles SEI [J. Boyce, M. M. Hannuksela (Nokia)]

It is proposed to extend the constituent rectangles (CR) SEI message to add support for multiple layers, with a common CR identifier numbering space. This contribution proposes to signal the number of layers for which the CR SEI message applies and the layer identifier (nuh_layer_id) for each layer index. Parameters associated with the partitioning of the picture into CRs are also proposed to be signalled per layer.

Currently CR SEI is only applied per layer.

When applied to multiple layers CR SEI ID numbering space is shared amongst the layers.There was support to add this.

Decision: Adopt.
