Abstract
This document reports results of the core experiment tests CE3-1.2.1 and CE3-1.2.2, both treating affine linear weighted intra prediction modes. These modes generate the luma intra prediction signal out of one line of reference samples left and above a current block by a matrix vector multiplication and the addition of an offset. In the first CE, at most twelve multiplications per sample are needed and the total memory requirement is 0.273 Megabyte of memory. The reported results are -1.36% luma BD-rate-gain for the AI and -0.85% luma BD-rate-gain for the RA configuration. The encoding time overheads are 153% resp. 113%. In the second CE, at most four multiplications per sample are needed and the total memory requirement is 0.018 Megabyte of memory. The reported results of the second CE are -0.95% luma BD-rate-gain for the AI and -0.57% luma BD-rate-gain for the RA configuration. The encoding time overheads are 153% resp. 110%. It is reported that in terms of operational complexity, the proposed intra prediction modes of the second CE do not exceed the conventional intra prediction modes and that in terms of memory requirement they do not exceed the CPR tool when restricted to the current CTU. For the second CE, two further results with reduced encoder complexity are presented: -0.85% and -0.57% luma BD-rate gain at 136% resp. 110% encoder overhead for the AI resp. RA configuration and -0.75% resp. -0.49% luma BD-rate gain at 127% resp. 106% encoder overhead for the AI resp. RA configuration.

Abstract
The purpose of this Core Experiment (CE) is to investigate the coding tools related to neural network (NN) based loop filter on top of the Test Model. In this CE, the impact of the position of the NN based filter in the filter chain, the benefit of the CTU level NN filter adaptive on/off switching, and the generalization capability when QP is different from the training QP will be investigated. In addition to the encoder and decoder run-times, the network information, e.g., network parameter numbers, number of layers, and convolution kernel size will also be evaluated. The list of tools and experiments to be performed are detailed in this document.

Future meeting plans, expressions of thanks, and closing of the meeting

Future meeting plans were established according to the following guidelines:

  • Meeting under ITU-T SG 16 auspices when it meets (starting meetings on the Tuesday of the first week and closing it on the Wednesday of the second week of the SG 16 meeting – a total of 9 meeting days), and
  • Otherwise meeting under ISO/IEC JTC 1/SC 29/WG 11 auspices when it meets (starting meetings on the Wednesday prior to such meetings and closing it at lunchtime on the last day of the WG 11 meeting – a total of 9.5 meeting days).

In cases where an exceptionally high workload is expected for a meeting, an earlier starting date may be defined.

Some specific future meeting plans (to be confirmed) were established as follows:

  • Tue. 19 – Wed. 27 March 2019, 14th meeting under ITU-T auspices in Geneva, CH.
  • Wed. 3 – Fri. 12 July 2019, 15th meeting under WG 11 auspices in Gothenburg, SE.
  • Tue. 1 – Wed. 9 October 2019, 16th meeting under ITU-T auspices in Geneva, CH.
  • Wed. 8 – Fri. 17 January 2020, 17th meeting under WG 11 auspices in Brussels, BE.

The agreed document deadline for the 14th JVET meeting was planned to be Tuesday 12 March 2019. Plans for scheduling of agenda items within that meeting remained TBA.

This is the summary report of the third Core Experiment (CE3). The goal of CE3 is to study intra prediction tools, including mode coding, for potential inclusion into the VVC standard.

The following is the list of defined sub-tests in CE3:

  • CE3.1: Intra prediction modes (5 tests)
  • CE3.2: Cross-component prediction (11 tests)
  • CE3.3: Intra mode coding (10 tests)

This document summarizes the objective results (BD-rates, runtimes), cross-check reports, and related input contributions.

The source codes of the tests and full test results are uploaded by proponents into the following CE3 GitLab repository:

The following changes were made to the CE3 test description document after the T2 deadline (December 6, 2018) had passed. Besides changes to contact persons and assignment of cross-checkers, the following changes were requested on the JVET reflector and discussed for clarification, if needed:

  • CE3.2:
    • Added test CE3.2.2.1 (MMLM; combination of tests CE3.2.1 and CE3.2.2)
    • Added test CE3.2.6.2 (CCLM; testing 3 columns of neighbouring samples on left side of block, 1 row above block)
  • CE3.3:
    • Reduction and clarification of test CE3.3.1 from 7 subtests to 4 (decoder-side intra mode derivation)
    • Additional result for test 3.5 (multiple DM for chroma)
