CE3-related: DM-dependent chroma intra prediction modes

Abstract
This contribution presents new default prediction modes in chroma intra prediction. The default modes are adaptive to the value of the direct mode (DM). If the DM is directional, two adjacent modes of the DM at offset 2 are chosen, instead of the vertical and horizontal modes. Otherwise, if the dual-tree mode is supported, it is proposed to check the intra prediction mode of the luma block at the top left for a directional mode. If the mode is directional, then it is included in the set of four prediction modes along with its two adjacent modes. Otherwise the original default modes are chosen. Simulation results reportedly show an average chroma BD-rate variation of -0.74%, resp. -0.49%, in All Intra (AI), resp. Random Access (RA) configuration, compared with VTM-3.0 in same configurations.
