Abstract
An updated version of Flexible Tile Partitioning for VTM-3.0. It is ported from JVET-L0359 version implemented on VTM-2.0 and added partial supports for new features in VTM-3.0. The experimental results with flexible tile partitioning which tile size unit is set to 16 reportedly show that luma BD-rate coding losses on average are 0.69%, 1.64% and 2.36% for All Intra, Random Access and Low Delay configuration respectively under the common test condition (CTC) for SDR sequences.

Abstract

The cross-checked contribution allows for flexible tile partitioning with granularity higher than CTU. Abstract
This contribution proposes software modifications for integrating encoder-only progressive intra refresh in the VTM model, in accordance with the mandates of AHG14 “Progressive intra refresh”. The proposed software modifications are the use of flexible tile partitioning in JVET-M0066 [5] and the methods described in JVET-L0079 “AHG14: Study of methods for progressive intra refresh” [4].

Version 2 contains two additional test results. The first one is the comparison with low-delay B. The second one is the comparison with the proposal with normative changes.

Each CTU row is partitioned into 2 tiles, a “refreshed tile” and a “not-refreshed tile”.

Significant overhead was reported: +29% for LDB (RA results were incomplete).

The contribution suggested some normative changes to reduce the overhead.

This proposes to use the provided software for future AHG14 experiments.

No action was taken on this except to encourage AHG14 to consider / decide on the desirability and use of the proposed software. It could be uploaded to an AHG14 space on Gitlab.

Abstract
Flexible tile splitting is proposed in JVET K0155, JVET-L0359 and JVET-M0066 as the possibility to define splitting of tiles with finer granularity than the CTU size. The granularity is defined as the tile unit. This contribution proposes modifications that are claimed to improve the signalling for the flexible tile splitting.

Abstract
The purpose of this Core Experiment (CE) is to investigate the coding tools related to neural network (NN) based loop filter on top of the Test Model. In this CE, the impact of the position of the NN based filter in the filter chain, the benefit of the CTU level NN filter adaptive on/off switching, and the generalization capability when QP is different from the training QP will be investigated. In addition to the encoder and decoder run-times, the network information, e.g., network parameter numbers, number of layers, and convolution kernel size will also be evaluated. The list of tools and experiments to be performed are detailed in this document.

Abstract
This contribution proposes flexible unit size tile with implementation friendly restriction, which allows tiling with tile size unit less than CTU size. In the tile BoG, the implementation difficulty for less than CTU size and loop filter control for 360 video has been discussed. In this contribution, it is asserted that CTU alignment is too restricted to enable important tile use cases. It is also argued that the proposed specific implementation friendly restrictions alleviate the concerns implementation cost increase.
