AHG12: On signaling of flexible tiles

Abstract
Flexible tile splitting is proposed in JVET K0155, JVET-L0359 and JVET-M0066 as the possibility to define splitting of tiles with finer granularity than the CTU size. The granularity is defined as the tile unit. This contribution proposes modifications that are claimed to improve the signalling for the flexible tile splitting.
