AHG12: On tiles with partial CTUs

Abstract
In JVET-L0359, a more flexible tiling functionality was introduced that features tile boundaries creating partial CTUs in-picture. During presentation, concerns regarding the overall impact of partial CTUs were raised. This contribution addresses issues arising from a non-uniform CTU grid.
