AHG17: Reporting on HDR coding metrics

Abstract
This contribution proposes clarification that wPSNR shall be used for HDR PQ content and PSNR shall be used for HDR HLG content when reporting objective HDR metrics in responses to the Call for Proposals on video compression with capability beyond VVC and no average between these metrics to be reported. This proposal is aligned with JVET-AM0287 On HDR coding and metrics and JVET-AC2011 Common Test Conditions for HDR/WCG.

This contribution proposes clarification that wPSNR shall be used for HDR PQ content and PSNR shall be used for HDR HLG content when reporting objective HDR metrics in responses to the Call for Proposals on video compression with capability beyond VVC and no average between these metrics to be reported. This proposal is aligned with JVET-AM0287 On HDR coding and metrics and JVET-AC2011 Common Test Conditions for HDR/WCG.

It is also proposed to update the text of the Common Test Conditions for HDR/WCG by removing the requirements for deltaE100 and PSNRL100 metrics reporting of HDR QP content.

It was agreed that this should be made clearer in the CfP. The best solution would be to put all HLG sequences (regardless if they are 4K or cropped 8K) into one category, and all PQ content into another category. This means that also the naming conventions need an update.
