JVET-AJ0065 AHG9: Comments On VSEI Version 4 [S. Deshpande (Sharp)]

Following asserted bug-fixes are proposed for VSEI Version 4 draft:

• Proposal 1: Related to neural-network post filter, it is proposed to condition the derivation of variable promptCharVal (prompt character value) in DeriveInputTensors() function inside an if statement.
• Proposal 2: Correct range of values is defined for txt_descr_id syntax element of the text description information SEI.

Decision (Bug fix): Proposal 1 agreed, bug fix.

For proposal 2, the contribution proposes to fix a value in the semantics of text_dexr_id. It was suggested to just remove the sentence constraining the range. It was also suggested to clarify what the decoder should do for reserved 0 value and that the value shouldn’t be used in bitstreams conforming to this version of the spec. It was suggested to reserve more values, and at the high end of the range. Also reserve 127 values at the high end of the range.

Decision (Cleanup): Values 0 and a range of 127 values at the high end of the range are reserved. Language updated to improve treatment of reserved values as described above. Remove the sentence about range constraint.
