This contribution proposes a new SEI message for conveying Region-dependent film grain characteristics. It is a unified proposal based on contributions JVET-AG0140, JVET-AG0215 and JVET-AG0101. The proposal describes a region-dependent film grain characteristics SEI message, that includes the existing FGC SEI message syntax, notably independent intensity intervals with model parameters for each interval and adds elements to describe a list of picture regions, and associate each region with a set of intervals.
If agreeable by the group, it is proposed to document this proposed solution in the TuC so that proponents can use it for running experiments as requested during the 1st presentation of the different contributions.
The proponents will provide a software implementation of the proposed SEI.
Regions can overlap. Max number of regions increased relative to JVET-AG0140.
Decision: Agreed to include JVET-AG0328 in TuC.
