VTM and HM common test conditions and evaluation procedures for HDR/WCG video

Abstract
This document defines common test conditions (CTC), conversion practices and software reference configurations to be used in the context of HDR/WCG video coding experiments after the 29th JVET meeting. These common test conditions are recommended for use in technical contributions to the 30th and following JVET meetings, as applicable.
