Crosscheck of JVET-W0061 (AHG10: Encoder MV selections and DMVR)

Abstract
It was reported in JVET-W0061 that DMVR may introduce noticeable subblock boundary artifacts for low spatial activity regions coded at high QPs. An encoder-only method was proposed to reduce those artifacts, which restricted the encoder from choosing a pair of DMVR-applicable bi-MVs when such artifacts may occur.
