AHG16: Merge estimation region with constraint in HMVP update

Abstract
In this contribution, it’s proposed to adopt merge estimation region (MER) into VVC draft for parallel encoder design. The HMVP update is constrained to remove the dependency within a merge estimation region. In first method, the HMVP is updated if and only if both width and height of a CU are larger or equal to the MER size. In second method, the HMVP is also updated if the CU locates at the bottom-right corner of a MER.
