CE5-2.1, CE5-3.1: Multiplication removal for cross component adaptive loop filter and 5x5 filter shape

Abstract
In JVET-P1008, a cross component adaptive loop filter (CC-ALF) is tested to refine chroma components by using luma samples. The shape of a filter is 3x4. Each filter has 8 filter coefficients and 8 taps. Every coefficient has a 6-bit dynamic range and is signalled with a 6-bit code. To reduce the complexity of multiplication, in CE5-2.1, multiplications are replaced by bit shifting. On top of CE5-2.1, in CE5-3.1, filter shape is replaced with 5x5 diamond shape, which is used for chroma adaptive loop filter. The tests evaluate the performance of the proposed approaches by using common test condition (CTC).
