Abstract
This contribution proposes to decouple the high level syntax control of Adaptive loop filter (ALF) and Cross component adaptive loop filter (CCALF) completely by introducing a new sequence level syntax element called “sps_ccalf_enabled_flag” and the corresponding new entries for CCALF in the picture header and slice header. This decoupling of high level syntax control of ALF and CCALF reportedly provides encoders with better flexibility while encoding sequences with different signal characteristics. Version 2 of the contribution contains the feedback provided in Track B and the BoG recommendations from 11th January 2020
