AHG17: Overriding qtbtt_dual_tree_flag

Abstract
In VTM6, the coding tree configuration is signaled in the Sequence Parameter Set (SPS) and can be partially overridden in the slice header. The coding tree parameters that signal the minimum quad-tree size, the maximum MTT hierarchy depth, the maximum BT and TT sizes can be overridden.
