CE4-related: encoder simplification of local illumination compensation

Abstract
This contribution proposes methods to simplify the local illumination compensation (LIC) in VTM5 encoder. To reduce encoding time the uni-directional LIC-off motion search results are reused for testing LIC-on, to always enable LIC-on test for compatible CUs. In addition, motion estimation loop for LIC-on is moved next to uni-directional LIC-off search to simplify the encoder design. The method has been implemented on top of CE4-3.2b. Results compared with VTM5.0 in RA are reported as follows:
