Non-CE9: Harmonization of DMVR and MMVD

Abstract
In this contribution, harmonization of DMVR and MMVD with MMVD distance threshold is proposed. Proposed method applies DMVR to the motion vectors derived by MMVD when the distance of MMVD is larger than threshold to remove the redundancy between DMVR and MMVD. This harmonization is implemented on VTM-4.0 and achieves -0.10 % coding gain in RA under CTC.
