Cross-check of JVET-M0489 "CE7-related: Reduced context models for transform coefficients coding"

Abstract
The cross-checker reports the source code provided by Tencent was carefully analysed and found to be consistent with the description in JVET-M0489. The cross checker could exactly reproduce the results reported in JVET-M0489 as the “proposed technique”. The measured encoder and decoder run time ratios are similar to those reported in JVET- M0489, considering the timing measurements inaccuracy.
