CE4: Separate list for sub-block merge candidates (Test 4.2.8)

Abstract
This contribution reports the results of moving ATMVP from regular merge list to first location of enhanced affine merge list in JVET-L0368. For test 4.2.8.a, simulation results reportedly show on average 0.76%/0.59% luma BD-rate gain with 6%/8% encoding time and 9%/8% decoding time increase in RA/LB configurations, compared to VTM-2.0.1. For test 4.2.8.b, simulation results reportedly show on average 0.69%/0.40% luma BD-rate gain with 4%/5% encoding time and 7%/6% decoding time increase in RA/LB configurations, compared to VTM-2.0.1.
