CE4: Common base for affine merge mode (Test 4.2.1)

Abstract
This contribution reports the results of common base for affine merge mode over VTM-2.0.1. The original affine merge mode in VTM-2.0.1 is enhanced by constructing an affine merge candidate list with 5 candidates. The affine merge candidate list is constructed by inserting 2 kinds of candidates: inherited affine candidates and constructed affine candidates.
