CE6: On 8-bit primary transform core (Test 6.1.3)

Abstract
This contribution reports the test results of CE6-1.3 on 8-bit primary transform core. It is reportedly shown that, on top of VTM-2.0.1, average 0.00%, 0.01% and -0.01% luma BD-Rate is achieved under All Intra (AI), Random Access (RA) and Low Delay B (LDB) configurations, respectively.
