VTM and HM common test conditions and software reference configurations for SDR 4:2:0 10 bit video

Abstract
This document defines common test conditions and software reference configurations for SDR 4:2:0 video to be used for core experiments (CE). These conditions and configurations are also recommended for use in technical contributions to JVET meetings, if applicable.
