In current VVC and the suggested specification for cross-component adaptive loop filter (CC-ALF), certain coding tools, including CC-ALF, chroma BDPCM, ACT, and Palette modes are only allowed under certain conditions. More specifically, CC-ALF should be enabled for non-4:0:0 colour format, chroma BDPCM, ACT and Palette mode are only enabled for 4:4:4 colour format without separate plane coding. However, the corresponding syntax elements and semantics are not well defined to reflect these restrictions. In this contribution, two aspects are proposed to cleanup signalling for CC-ALF, and a third aspect is proposed to cleanup signalling for BDPCM, ACT, and Palette.
