AHG9: On deblocking control parameters
Abstract
This contribution provides and proposes suggested text changes for the extension of Tc and Beta settings used in the deblocking filter process.

This contribution was discussed in Track B (chaired by JRO).
The aspect of section 2.3 of the document (beta and tc offset) was discussed in Track B Friday 10 January at 1200. The following was agreed: The absolute range of the two parameters should be extended from 6 to 12, whereever they are.
Decision: Adopt this aspect of JVET-Q0121: Extend absolute range of beta offset and tc offset from 6 to 12, PPS and SH as proposed, but also in PH. Text was provided in a v4 revision of JVET-Q0121.
Note that other aspects were adopted in the Thursday 16 January plenary (see section 11.5).
Other low level changes suggested in this proposal were agreed not to be considered.
