AHG9: On chroma deblocking parameters

Abstract
In this contribution, it is proposed to signal chroma tc and β deblocking offset syntax elements in picture header (PH) and slice header (SH) depending on ChromaArrayType. When ChromaArrayType is equal to 0 (monochrome), chroma tc and β deblocking offsets syntax elements are unnecessary and proposed to be skipped and not signalled. Note that, the chroma deblocking syntax elements in picture parameter set (PPS) are not changed and still signalled for 4:0:0. It is because: 1) unlike PH, PPS is not frequently signalled in a bitstream; 2) currently PPS parsing is independent of sequence parameter set (SPS) parsing and does not need ChromaArrayType, which is derived from the syntax element chroma_format_idc signalled in SPS.
