AHG17: Clarification on role of pic_struct to HRD and the output picture process

Abstract
This proposal requests that the semantics of the Hypothetical Refence Decoder (HRD) picture output process be clarified to state that the output of pictures include any repeated pictures indicated by pic_struct (if present) and that the picture repetition process is considered normative and within the scope of VVC. Version 2 of this document is updated to correct a few mistakes and reflect BoG decision for JVET-O0041.
