AHG17: On signalling of frame field information

Abstract
This contribution proposes to signal the frame field information using a separate SEI message instead of in the picture timing information SEI message, and it is further proposed that, when field_seq_flag is equal to 1 for a CVS, a frame-field information SEI message shall be present for each coded picture in the CVS.
