CE2: On Subblock Merge index coding (Test CE2.2.2)

Abstract
This contribution reports the results of both tests CE2.2.2.a and CE2.2.2.b related to the reduction of CABAC contexts for Subblock Merge index. In the test CE2.2.2.a only the first bit of the subblock Merge index is CABAC codded compared to the VTM3.0 where each bit of Subblock Merge index is CABAC coded.

The proposed modification will consist in reducing the number of CABAC coded bins for the Affine Merge index. Similarly to L0194, which was related to the classical Merge mode, only one context for the first bit of the Affine Merge index will be used while the 4 other bits will be CABAC bypassed.
