Non-CE4: MMVD scaling fix
Abstract
This contribution proposes a fix on MMVD motion vector calculation. VTM3.0 MMVD flips / scales the motion vector difference (MVD) two times, i.e. with POC direction and with POC distance between L0 and L1 reference picture. This two time scaling creates the case where not mirrored motion vector is used (when the POC direction is mirrored and POC distance is different) while MMVD uses mirrored motion vectors in other most cases. This two time scaling causes confusions and it is reported this non mirrored motion usage is not efficient.
