CE12: HDR In-loop Reshaping (CE12-5, 12-6, 12-7 and 12-8)

Abstract
This proposal reports HDR in-loop reshaping CE12 subtests based on JVET-J0015: CE12-5, in-loop luma pixel-level reshaping; and the additional coding features CE12-6, luma-based Chroma QP Offset; CE12-7, loop-filter application; and CE12-8, Region-of-Interest. For all tests, parameters of the reshaping are derived to be aligned to bitrate redistribution function (deltaQP settings) employed by the HDR anchor.
