EE2-1.1: On partitioning optimization

Abstract
In EE2-1.1, two aspects are investigated. The first aspect applies a restriction on TT splitting to avoid redundant partitioning structures when BT is combined with TT. The second aspect predicts the allowance of the split mode (No split) based on the minimum total depth obtained from the temporal area. Three subtests evaluate these aspects individually, jointly, and as an encoder-only change. To better evaluate the components of 1.1a, we add separate tests for each aspect, labeled as 1.1f and 1.1g.
